Catalina grew up as a DREAMer; she lived in the United States for more than 10 years as an undocumented American. Catalina was raised by a single mother who, like many immigrants, had to work multiple and menial jobs to support her family. As a single mother of four children, she worked long hours during the week as a nanny, cleaned offices at night, and sold tamales and empanadas at the soccer fields on the weekends. Inspired by her mother’s perseverance, Catalina has committed her career to fighting for our community and to ensure our workers, neighbors and families not only survive, but thrive. Catalina is an experienced attorney and a leader for tenant protections, immigration reform and workers’ rights. Prior to becoming the Assemblywoman, she most recently served as the Chief of Staff to the New York City Council Finance Chair, Julissa Ferreras-Copeland. Catalina worked to help pass key legislation protecting workers, women and small-business owners. She previously served as the Director of the Governor’s Exploited Workers Task Force, helping New York become a national leader in the fight against worker exploitation and human trafficking. This first-of-its-kind task force conducted statewide outreach and enforcement within key low-wage industries, including car washes, restaurants and nail salons, where workers are often victims of wage theft and subject to unsafe working conditions, but do not come forward for fear of retaliation. Catalina also served as Counsel to the New York City Council’s Immigration Committee, where she helped write and implement legislation that led to New York City becoming a Sanctuary City. She also worked on projects such as the Detainer Law and IDNYC (municipal identification). Additionally, Catalina served as Counsel to the New York State Department of Labor’s Division of Immigrant Policies and Affairs, where she helped this agency become a leader in combating labor trafficking. Catalina began her career as a Staff Attorney, representing low-income, rent-stabilized tenants in New York City housing court, ensuring that they received the full protection of the law under their leases.

Before joining the Port Authority, Tara was the first Black American and youngest person to serve as Director of Appointments in the Office of the New Jersey Governor. In this role, she led the office responsible for gubernatorial appointments to over 550 statewide boards and commissions. She began her career serving as a District Representative and Scheduler for Congressman Frank Pallone, Jr. Tara is very active in her community. She is the Vice Chair of the Board of Trustees of WBGO, a public media and global jazz radio station. She also serves on the boards of New Jersey Policy Perspective and Greater Newark LISC and is on the Steering Committee for the Center for American Women and Politics “Ready to Run” Conference. Notably, Tara had the distinction of competing for a job on the third season of NBC’s hit show, “The Apprentice.” Tara has been honored by Rutgers Business School, Colorado Black Women for Political Action, the NAACP, and more, and she has been named to the ROI-NJ People of Color Power List several years in a row. Referendum for East Timor independence. Founded in 1945, NASBO serves as the professional organization for all state budget officers of the fifty states and U.S. territories. NASBO collects fiscal data and publishes numerous reports on state fiscal conditions. The association also provides training for members and provides public officials, the media and citizens information on financial management and budgeting.

She also has over 8 years of experience as an ICU and floor nurse. She developed her interest in Opioid Use Disorder after encounters with afflicted patients during clinical rotations. She is an advocate involved in combating the opioid epidemic by improving access to treatment in the primary care setting and providing education on the crisis.

Previously, Williams has worked in ODEP as director of youth policy, chief of staff, and also undertook detail assignments as associate director for public engagement and liaison to the disability community at the White House from 2014 through 2015 and as a policy adviser on the U.S. Senate Committee on Health, Education, Labor, and Pensions from 2012 through 2013. She holds a bachelor’s degree in public policy from Brown University and a master’s degree in education with a concentration in administration, planning, and social policy from Harvard University.
