Licensing requirements for teachers vary state to state, presenting challenges for teachers seeking to relocate across state lines. Teachers often experience difficulties with the portability of their certifications and face issues around their pensions and seniority status. States are increasingly seeking ways to respond to these issues through innovative policy solutions that preserve certification competencies, mitigate the unintended consequences of licensing regulations, and address workforce shortages.
